How it's calculated

How the healthcare FSA tax savings calculator works

A Health Care Flexible Spending Account (FSA) lets employees pay for eligible medical expenses with pre-tax dollars. Because contributions are deducted from your paycheck before federal income tax and FICA (Social Security + Medicare) taxes are calculated, your savings come from two sources: your income tax bracket and the 7.65% FICA rate.

Tax Savings = FSA Contribution × (Marginal Income Tax Rate + 7.65% FICA)
Effective Out-of-Pocket Cost = Medical Expense Tax Savings
Net Hourly Discount = Tax Savings ÷ FSA Contribution (as a percentage)

The 2024 Health Care FSA contribution limit is $3,200 per employee (IRS Rev. Proc. 2023-34). If your employer offers a rollover, up to $640 of unused funds may carry into 2025. Alternatively, some plans offer a 2.5-month grace period (through March 15, 2025) to spend remaining balances — but not both options simultaneously.

Example

Worked example: single filer contributing the 2024 maximum

Example: 22% bracket, $3,200 FSA contribution via payroll

Jordan is a single filer in the 22% federal income-tax bracket with no state income tax. Her employer offers a Health Care FSA funded through pre-tax payroll deductions. She elects the maximum $3,200 contribution for 2024, which she will use for eye-care, dental visits, and prescription copays.

Income Tax Savings = $3,200 × 0.22 = $704
FICA Savings = $3,200 × 0.0765 = $244.80
Total Tax Savings = $704 + $244.80 = $948.80
Effective Cost = $3,200 $948.80 = $2,251.20
$948.80
Jordan's total tax savings on her $3,200 FSA contribution — nearly 30 cents saved on every FSA dollar spent.

FSA tax savings by contribution level and federal bracket

The table below shows combined federal income tax + FICA savings (7.65%) at common contribution levels. State income tax savings are not included but would add 3%–13% in most states with income taxes.

Source: IRS Rev. Proc. 2023-34 (2024 FSA limit $3,200); FICA rate 7.65% per IRS Publication 15. High earners above $168,600 (2024 SS wage base) pay only 1.45% Medicare — FICA savings reduced accordingly.

Practical tips

Tips for getting the most from your Health Care FSA

An FSA is a use-it-or-lose-it account, so careful planning separates employees who capture every dollar of savings from those who forfeit funds at year-end. The strategies below are widely used by benefits advisors.

  • Forecast your spending before open enrollment — Add up known recurring expenses: prescriptions, dental cleanings, vision exams, contact lenses, and expected copays. Contribute only what you are confident you will spend, since forfeited funds cannot be recovered.
  • Front-load big expenses early in the year — Your full annual FSA election is available on January 1 (even if payroll deductions haven't finished). Schedule elective dental work, glasses, or other large expenses in Q1 to reduce the risk of a mid-year job change leaving a negative balance.
  • Use the Dependent Care FSA separately — The Dependent Care FSA (2024 limit: $5,000 per household) covers day care, after-school programs, and summer day camps for children under 13. It is a completely separate election from the Health Care FSA and can be stacked for dual savings.
  • Track the rollover vs. grace period option — Some employers allow a $640 rollover into the next plan year; others offer a 2.5-month grace period instead. Your Summary Plan Description (SPD) will specify which applies — you cannot have both simultaneously.
  • Shop the FSA Store for over-the-counter items — Since the CARES Act (2020), hundreds of OTC products — pain relievers, allergy medicine, menstrual care products, sunscreen — are FSA-eligible without a prescription. Use remaining balances in December to stock up rather than forfeit them.
Accuracy & limits

Accuracy and limitations

This calculator estimates federal income tax and FICA savings only. It does not include state income tax savings, which vary by state (zero in states with no income tax; up to 13.3% in California). High earners above the 2024 Social Security wage base ($168,600) pay only the 1.45% Medicare portion of FICA — their actual FICA savings are lower than the 7.65% shown.

Self-employed individuals are not eligible for an employer-sponsored Health Care FSA. If you own your business, explore Health Savings Accounts (HSAs) paired with a High-Deductible Health Plan (HDHP) instead — HSAs have higher limits ($4,150 single / $8,300 family in 2024), carry over indefinitely, and can be invested for retirement. Consult a benefits professional or tax advisor for personalized guidance.

Glossary

Health Care FSA terms defined

An employer-sponsored benefit account funded with pre-tax payroll deductions. Funds must be used for eligible medical expenses and are generally forfeited if unused at year-end (subject to rollover or grace period rules).
Federal Insurance Contributions Act taxes: 6.2% Social Security (on wages up to $168,600 in 2024) + 1.45% Medicare = 7.65% combined. FSA contributions reduce the wages subject to FICA, generating savings beyond the income tax rate.
IRS rule requiring that unused FSA balances be forfeited at the end of the plan year or grace period. Employers may offer either a $640 rollover (2024) or a 2.5-month grace period — not both.
An option allowing employees to carry up to $640 of unused Health Care FSA funds into the following plan year (2024 limit per IRS Rev. Proc. 2023-34). The employer must elect this feature in the plan document.
A separate FSA election — independent of the Health Care FSA — that covers eligible child or dependent-care expenses. The 2024 limit is $5,000 per household ($2,500 if married filing separately).
IRS Publication 502 defines qualifying expenses: doctor and dentist visits, prescriptions, vision care, chiropractic, and most OTC medications (since the CARES Act 2020). Cosmetic procedures, gym memberships, and vitamins generally do not qualify.
A health insurance plan with a minimum deductible of $1,600 single / $3,200 family (2024) and maximum out-of-pocket of $8,050 / $16,100. Enrollment in an HDHP enables an HSA but generally disqualifies most FSA types (a Limited-Purpose FSA for dental/vision only is still permitted).
